The Florence County Lakes and Rivers Association (FCLARA) was founded in 2000 as the Florence County Lakes Association. In 2002 FCLARA was concerned about possible modifications to Florence County Wild Rivers zoning restrictions. At that time because of that issue it was expanded to include rivers. FCLARA feels it was successful in keeping in roads in the restrictions at a minimum. Subsequently FCLARA received a WDNR grant to do a cold water habitat study of the Pine and Popple Rivers. One qualification of the DNR grant was the requirement to obtain 501(c)(3) status which was done in 2002.
